President, Bianca Lawhorn

Bianca Lawhorn is a native of Atlanta, Georgia, who obtained a Barbering diploma and is currently pursuing an associate's degree in Business Management. Since beginning her journey, she has become known not only for her dedication to her craft but also for her commitment to leadership and student engagement on campus. Bianca has actively served in student leadership organizations, including SkillsUSA, Collegiate 100, and Future Business Leaders of America (FBLA), where she has helped lead initiatives focused on mentorship, professional development, student involvement, and community impact. Through these roles, she has become a passionate advocate for Career and Technical Education, using her voice and experiences to encourage students to pursue their goals fearlessly and embrace opportunities for growth.
Beyond academics and leadership, Bianca is deeply passionate about creativity and creating spaces that bring peace and inspiration. In her free time, she enjoys caring for her growing plant collection, exploring home décor and design, and playing musical instruments to relax and express herself creatively. Whether she is mentoring students, serving her community, or nurturing her personal passions, Bianca strives to lead with authenticity, compassion, and purpose.

Heather Riggs is a 36-year-old SkillsUSA State Officer, mother of two, entrepreneur, and nursing student at Savannah Technical College. She is a Certified Nursing Assistant (CNA), Patient Care Technician (PCT), and holds an associate degree in Interdisciplinary Studies. A gold medalist in Nurse Assisting, Heather proudly represented Savannah Technical College through her dedication to healthcare excellence and compassionate service. Driven by a passion for helping others, she believes in advocating for those whose voices often go unheard and turning challenges into purpose through perseverance and resilience. Heather is currently pursuing her RN degree and, outside of school and leadership, enjoys caring for her rescued reptiles, playing video games, and being a classic and muscle car enthusiast who appreciates automotive history and restoration culture. Heather hopes to inspire others by leading with compassion, determination, and authenticity while continuing to “Lead with Heart and Serve with Purpose.”

Kowen Kimber is a 19-year-old from Phenix City currently pursuing a degree in Culinary Arts. Since his freshman year of high school, Kowen has been an active member of SkillsUSA, where he has continued to grow as both a leader and competitor. Throughout his journey, he has earned multiple leadership roles and notable achievements, including two Gold medals in Culinary Arts and Urban Search and Rescue Robotics. Outside of school and work, Kowen enjoys cooking, spending time with friends and family, going to the gym, collecting pins, reading, learning new things, and listening to music. Looking ahead, he plans to own and operate his own restaurant while continuing to develop his leadership skills. Kowen is committed to serving as the best state officer possible for the 2026–2027 term!

Rashad Meadows is a dynamic and driven leader known for his enthusiasm, positive energy, and ability
to inspire those around him. A United States Marine Corps veteran and proud father of three, he has a
passion for the arts and aspires to become a pediatric dentist. As an active member of SkillsUSA,
Rashad is currently pursuing his studies in Marketing Management at Atlanta Technical College, where
he previously earned his Associate Degree in Interdisciplinary Studies. He has served in multiple
leadership roles on campus, including SkillsUSA Chapter President and Toastmasters Vice President of
Public Relations, and is a SkillsUSA National Champion in Pin Design who has also competed at the state
level in leadership and speaking events, demonstrating excellence in communication, professionalism,
and technical skill development. Through his journey in SkillsUSA, Rashad has represented his
institution and connected with students and advisors across the state and nation, remaining committed
to empowering others, championing the value of Career and Technical Education, and making a lasting
impact on his peers and in his community.
Parliamentarian, David Dillie
Construction Management

David Dillie is a dedicated tradesman, student leader, and advocate for workforce education from Georgia. He has experience in welding, plumbing, pipefitting, and industrial construction, with a strong passion for skilled trades and career and technical education. David has served in leadership roles within SkillsUSA and has worked to encourage students to pursue hands-on careers that keep America running. He previously made history as Arizona’s first collegiate state president for SkillsUSA during the 2020–2021 school year and has continued supporting student leadership and workforce development ever since.
